To add - at least in the past I haven't tried it recently I didn't have any issues with Stellaris or HoI4 mods from Workshop, they worked instantly. I have yet to try external Workshop downloader but I wouldn't want to try this as I want officially supported way and if the Workshop has been implemented to Steam it should work Could this be a bug related to the free release?

Did you exit Steam or just hit the little "x"? You have to actually quit from the menu and have Steam restart. I had this problem, check your subscribed mods.
